Dear Candidate

You will find enclosed with this letter a copy of a ‘pledge statement’ entitled “A Declaration of Political Commitment” to the observance of international law and against international aggression. The text of the statement specifically calls upon the Declarant to commit themselves unequivocally to permanently renounce any future possible hostile use, or threat of use, of UK armed forces, anywhere in the World, outside this nation, its dominions and possessions overseas, without the prior consent and at the express invitation of the lawful and legitimate government of the place where such force is to be used.

The Declaration continues by recognising two possible ‘lawful’ exceptions to that absolute prohibition on the international use of hostile armed force. Firstly, where deemed absolutely necessary in order to defend this country or one of our international allies in response to a prior or imminent territorial attack upon it. Secondly, where specifically authorised, expressly and contemporaneously, by the Security Council of the United Nations when acting in the interests of the restoration and maintenance of international peace and security. No other exception is allowed for. The Declaration does not require the Declarant to support the use of armed in such circumstances, but rather recognises them as the only legitimate exceptions to the general prohibition on the use, or threat of use, of hostile force, if in such circumstance the Declarant in good conscience so chooses to support such action.

To be specific, the use of such force in the interests of the alleged prevention of breaches of fundamental human rights, the so-called “doctrine of humanitarian intervention”; the use of such force in the interests of the suppression of alleged acts of international terrorism, the so-called “war on terrorism doctrine”; the use of such force to specifically bring about a change in the political situation in a sovereign nation state, the so-called doctrine of “regime change” and finally the use of such force in order to prevent an alleged prospective danger of possible future attack, the so called “doctrine of anticipatory self-defence”, amongst many others, are all renounced as insufficient pretexts for such action, currently completely inconsistent with this Nation’s solemn duties and obligations under international law, not to commit acts of international aggression, and instead to behave in conformity with our commitment to the Charter of the United Nations (esp. Art 2(4) thereof) .

We consider such a position as representing the bare minimum that is consistent with a genuine and meaningful commitment to and respect for the rule of international humanitarian law on the use of armed force, and respect for the prohibition on international aggression, outlawed since at least the Charter of the UN (1945) and the Principles declared by the Charter and Judgement of the International War Crimes Tribunal at Nuremberg (1946). Without which no person in our view is a “fit and proper person” to stand for election to political office let alone assume such a position.

We invite you, accordingly, to complete the enclosed copy of this declaration and return it to us. We shall then enter the fact of your declaration on each our two websites ( www.newcastle-emlyn.com and www.pembspeace.org.uk respectively) and reserve the right to publicise your declaration in other ways as widely as possible for the information of your electorate. We shall naturally also keep your declaration on record should you need to be reminded at any point in the future as to your moral as well as legal commitments !

In the event that you do not complete the enclosed Declaration and return it to us prior to the election, then, naturally, we shall equally publicise that fact for the information of your electorate, who are clearly entitled to know about the law breakers and would be law breakers amongst us who are seeking political office.
